AN ACT

To amend chapter 453, RSMo, by adding thereto one new section relating to foster children.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 453, RSMo, is amended by adding thereto one new section, to be known as section 453.350, to read as follows:

            453.350. 1. Beginning July 1, 2014, all Missouri foster children over fifteen years of age shall thereafter receive a visit to a Missouri state university, or a Missouri state community or technical college in the foster child's area before the foster child may be adopted or otherwise terminated by foster care, unless such visit is waived by the youth's family support team. Such visit shall be in addition to any other required services provided to older youth in foster care and shall include the entry application process, financial support application and availability, career options with academic or technical training, a tour of the school, and other information and experience desired.

            2. Beginning July 1, 2014, all youth in the division of youth services program over fifteen years of age shall receive a visit to a Missouri state university, or a Missouri state community or technical college in such youth's area before such youth's custody or training is completed unless such visit is waived by the youth's treatment team. Such visit shall be in addition to any other required services provided to older youth in the division of youth services and shall include the entry application process, financial support application and availability, career options with academic or technical training, a tour of the school, and other information and experience desired.
