Submitting to the qualified voters of Missouri an amendment repealing section 35 of article IV of the Constitution of Missouri, and adopting one new section in lieu thereof relating to agriculture.
Be it resolved by the House of Representatives, the Senate concurring therein:
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2012, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article IV of the Constitution of the state of Missouri:
Section A. Section 35, article IV, Constitution of Missouri, is repealed and one new section adopted in lieu thereof, to be known as section 35, to read as follows:
Section 35. 1. The department of agriculture shall be in charge of a director appointed by the governor by and with the advice and consent of the senate. The general assembly shall provide the department of agriculture with funds adequate for administration of its functions; and shall enact such laws and provide such other appropriations as may be required to protect, foster and develop the agricultural resources of the state.
2. No initiative proposal relating to crop production, raising livestock, or other agriculturally related topic shall take effect unless approved by a four-sevenths majority of the votes cast thereon.
