HJR 40 -- Fair Ballot Commission

Upon voter approval, this constitutional amendment authorizes the
establishment of a Fair Ballot Commission to determine the
propriety and correctness of all proposed ballot language
submitted by the initiative or referendum process.  The
commission members will be two senators appointed by the
President of the Senate, two senators appointed by the Minority
Leader of the Senate, two representatives appointed by the
Speaker of the House of Representatives, and two representatives
appointed by the Minority Floor Leader of the House of
Representatives.  Members of the commission may be reimbursed for
their actual and necessary expenses incurred in the performance
of their duties.  Upon recommendation by a majority vote of the
commission, the proposed ballot language or an alternative
language must be submitted to the Secretary of State who must
submit the approved language to the voters without change.
