INTRODUCED

HB 1209 -- Academic Standards

Sponsor:  Childers

This bill requires the General Assembly to approve or
disapprove, by concurrent resolution, the academic performance
standards and system of student assessment developed pursuant to
the Outstanding Schools Act.  Legislative authorization is
required prior to implementation of the academic performance
standards and assessment system.

Under current law, concurrence of the General Assembly is not
required to implement either the academic performance standards
or the assessment system, but the General Assembly is expressly
permitted to disapprove the assessment system by concurrent
resolution.

The bill also repeals provisions of the Outstanding Schools Act
that require the State Board of Education to contract with
approved national experts to evaluate the assessment system and
to adopt the work of a consortia of states in establishing the
academic performance standards and statewide student assessments.
