SCS HB 1469 -- COUNTY DEPOSITORIES AND TAX SALES

This bill changes county government procedures.  The bill:

(1)  Allows county bank depositories to bid for a 2- or 4 year
term beginning in May 1997.  Currently, these are bid only for a
2-year term;

(2)  Prohibits a person who is delinquent on any property tax
payments from bidding at the tax sale;

(3)  Allows for the public sale of property being sold for taxes
to be held in or adjacent to the courthouse; and

(4)  Requires the notification of property owners whose property
is being sold for taxes at public auction.

This bill requires any person purchasing property from a county
to have paid all taxes owed to the county unless such person is
the previous owner of the property being sold.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill would stop
individuals from buying property at a delinquent tax sale when
they are also delinquent on property taxes.

Testifying for the bill was Representative Skaggs.

OPPONENTS:  There was no opposition voiced to the committee.
