Under current law, the cost of construction of a sewage system
in most counties is apportioned by either the square footage in
proportion to the area of the whole sewage district or by the
lineal feet of sewage line running through the property for each
lot.  This bill allows the cost to be apportioned equally by the
total number of lots affected.

on Local Government and Related Matters by a vote of 18 to 0.

Under current law, the cost of construction of a sewage system
in most counties is apportioned by either the square footage in
proportion to the area of the whole sewage district or by the
lineal feet of sewage line constructed.  This bill allows the
cost to be apportioned equally by the total number of lots
affected.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say this bill allows more flexibility in
charging for a sewage connection.  This method of charging for a
sewage connection would be an alternative to the 2 current
methods.  Under current methods, which can be unfair, a customer
could be charged over twice the amount for the same sewage
connection.

Testifying for the bill were Representative Champion; and the
Greene County Commission.

OPPONENTS:  There was no opposition voiced to the committee.
