HB 47 -- LIQUOR CONTROL

SPONSOR:  Bland

COMMITTEE ACTION:  Voted "do pass" by the Committee on Public
Health & Safety by a vote of 10 to 2.

This bill requires any person licensed by the Division of Liquor
Control to sell or serve alcoholic beverages at an establishment
to post a warning sign stating that alcohol consumption during
pregnancy can cause birth defects.  The sign will be displayed
in a conspicuous place.  Failure to post the sign is an
infraction.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill could inform pregnant
women about the harmful effects of alcohol on a fetus and in
children.  Many of the adverse effects do not appear until the
child has reached the teen years or early twenties. Many states
have rules requiring that warning signs be conspicuously posted.
The signs make an important point but do not impede commerce.
The cost of providing medical care to just one infant afflicted
with Fetal Alcohol Syndrome would make this legislation cost
effective.

Testifying for the bill were Representative Bland; and Missouri
Advisory Council on Alcohol and Drug Abuse.

OPPONENTS:  There was no opposition voiced to the committee.
