HB 1977 -- Tobacco Settlement Moneys

This bill requires any moneys received from the Tobacco
Settlement Agreement to be distributed to counties on a pro-rata
basis using population as determined by the 2000 census.
The bill requires each county to elect a 5-member board to
appropriate the moneys received by issuing grants primarily for
antismoking, drug, and alcohol campaigns targeted to children
and secondarily to assist hospitals, health clinics, health care
agencies, school districts, individual physicians, MRDD families
with respite, Special Olympics, and senior citizens.
The bill becomes effective upon the passage of a constitutional
amendment authorizing disbursement of the Tobacco Settlement
moneys.
