Prohibits the use of hand-held electronic wireless communications devices while driving non-commercial and commercial motor vehicles; but allows the use of such devices when used hands-free by operators of non-commercial motor vehicles who are fully licensed and eighteen years of age or older.
Brings municipal sewer districts under the control of the public service commission
Provides that certain mandatory minimum sentences may be discretionary and creates provisions when a person is eligible for a parole hearing
Establishes the Fair Fare Passenger Safety Act that prohibits any person operating a motor vehicle for compensation from using a hand-held wireless device
Establishes the Senior Services Growth and Development Program to provide additional funding for senior services
Establishes an administrative procedure for driver's license suspensions and revocations for persons with intermediate driver's license who have been cited for certain high-risk driving offenses
Modifies provisions for waterworks and sewerage rates.
Modifies provisions about documents in the public service commission that are open to sunshine requests.
Modifies provisions related to disability benefits for members of the Missouri Department of Transportation and Highway Patrol Employees' Retirement System
